kkfluous f5062cec22 fix(energy): 改进导入确认接口质量 ...

- 移除 importConfirm 上无效的 @Transactional（best-effort 逐行导入）
- 添加 duplicateStrategy 参数校验（仅接受 skip/overwrite）
- getImportProgress 对缺失 key 返回 not_found 而非 completed
